Owners Present: Chris R. Hill, Colby Fries, Bryan Monninger, Pat Birkbeck, Kevin Givens, Troy Keenan, John Wilson, Kyle Steadman, Bret Heim, Clifton McCullough, Kyle Steadman, James Stoneman, Rick LeJuerrne, George Evans, Chris C. Hill

Owners Absent: Ross Hendrickson, Clint Whitney, Butch Nuss,

Recap of the Owners Meeting:

1. Protection Denied Rule: - Failed to pass.

2. Elimination of Franchise: Failed to pass.

3. 18 to 20 Rule: Failed to pass.

4. Rookie Order Adjustment: Friendly amendment added to eliminate the Rookie Draft after this year. Passed with a majority of owners voting in favor.

5. Clean up the Rules: Motion passed to eliminate the following sections from the Bylaws: Article III, Section II ("The Double Down Rule"), Article III, Section IV ("The Hendrickson Rule"). These are all obsolete due the the "Credit Denied Rule" which requires all transaction fees to be prepaid. Passed with a majority of owners voting in favor.

6. Three on Board: Motion to require all proposals submitted to the commissioner for a league vote (at owners meetings/player auctions) to have at least three co-sponsors. Passed with a majority of owners voting in favor.

7. Franchise Order Adjustment: Motion to adjust the bylaws so that the Phi-Bowl winner always throws out the first player in the franchise round, regardless of regular season record. Passed with a majority of owners voting in favor.

8. South Padre to Shreveport: South Padre requested permission to move his franchise to Shreveport. The move would also require a name change to the Shreveport Salamanders. Passed with a majority of owners voting in favor.

9. Payout Increase: Motion to change the payout schedule to the following:

Passed with a majority of owners voting in favor.

10. Expansion & Realignment: The LeJuerrne-Hill and Keenan-Steadman proposals were discussed as options. A vote was taken and there was not a majority on either one. It was further discussed and the adjusted Keenan Proposal was passed with a unanimous vote. By random selection the two new franchises were placed in the following divisions: Central Flyway Canadians - Phi, Green Bay Goodfellas - Delta.

The meeting was adjourned and the 2001 Player Auction Began.
