AFL 2002 Player Auction & Owners Meeting

Owners Present: Chris R. Hill, Colby Fries, Jeff Hiestand, Bryan Monninger, Pat Birkbeck, Kevin Givens, Troy Keenan, John Wilson, Kyle Steadman, Bret Heim, Clifton McCullough, Kyle Steadman, James Stoneman, Rick LeJuerrne, George Evans, Chris C. Recap of the Owners Meeting:

1. Lineup Formation Changes: - Passed. Owners are now allowed to change from one lineup set to another, without limits throughout the season. This rule is effective for the 2002 season..

2. DC to LV: Failed to pass. DC is not allowed by the league to move their franchise to Las Vegas.

3. Decimals: Passed. Scoring is adjusted so that 1 yard (rushing & receiving) is worth 0.1 pts and 1 yard of passing is worth 0.05. This rule is effective for the 2002 season.

4. Franchise Fairness: Passed. Owners are no longer required to bid up to the prior year's value in the franchise round. Once bidding has concluded they may match the high bid - regardless of whether it is higher then the previous year's value.

5. Protection Deadline: Passed. Protected players are due one week prior to the AFL auction date at 10:00 pm. Failure to submit players by that date and time will result in loss of protection rights for that team for that year. This rule is effective for the 2003 season.

6. Thurday Night Game: Passed. Should the AFL auction occur after the NFL has started (generally with a Thursday game), all protected players (who owners want to start in that Thursday night game) must be submitted to the commissioner by 6:00 pm of the day of the game. All other players purchased on the day of the auction may be started, even if they played in the Thursday game. This rule is effective for the 2002 season.

7. Expansion: Passed. The AFL will expand to 16 teams in the 2003 season. Franchises were awarded to Butch Nuss and Pat Birkbeck. A new division will be added (known as the KS Beta division). The four teams in that division shall be Central Flyway, Green Bay, Butch Nuss's franchise and Pat Birkbeck's franchise. The playoffs will be adjusted - 8 teams will now make the playoffs - the four division winners and the next four highest records. Bye weeks have been eliminated. Existing teams will be required to submit two players that they are not protecting to the commissioner one week prior the the protection deadline (by 10:00 pm). These players will then be allowed to be picked up by the new franchises as protected players. Failure to submit these players by existing franchises will result in a $20.00 fine. An updated payout schedule will be determined and submitted to the league for vote at the 2003 auction.

8. Up Entry Fee: The AFL entry fee will be increased to $150.00. This rule is effective for the 2003 season.

9. Commish & Rules Committee: Chris Hill was reelected as AFL commissioner and the AFL Rules committee was elected with Ross Hendrickson (Phi Division), James Stoneman (Delta Division) and Chris Hill (Theta Division). James Stoneman was also elected Chairman of the rules committee.

9. Sanctions at Jarvis City: The league voted to sanction Jarvis City owner Clint Whitney for turning in protected players late. By a majority vote of the league, Clint Whitney was removed from the rules committee, and is forever prohibited from serving or voting on the rules committee for the life of the AFL (or any spin-off leagues of the AFL).
