AFL 2003 Player Auction & Owners Meeting

Meeting Minutes

August 23, 2003

Owners Present: Chris R. Hill, Pat Birkbeck, Kevin Givens, John Wilson, Kyle Steadman, Bret Heim, Clifton McCullough, James Stoneman, Rick LeJuerrne, George Evans, Chris C. Hill, Clint Whitney, Butch Nuss, Mark Samuelson.

Owners Absent: Colby Fries, Jeff Hiestand, Bryan Monninger, Ross Hendrickson, Troy Keenan and Dudley Snyder


Recap of the Owners Meeting:

 

1. We're in a recession: Failed to pass (vote of 7-5). The entry fee remains at $150.00 per franchise.

2. Receiver reception points: Failed to pass (vote of 10-2). Reception points will not be added to the score for receivers or running backs.

3. AFL, America, Family and Values or 18 was Nice but 16 is Tight: Passed in a vote prior to the owners meeting (vote of 9-7). The bylaws will be amended to change the roster sizes to 16. This proposal was passed with Woobietown's ammendment which allows owners to increase their rosters to 18 during the regular season through the regular drop-add process.

4. Dump the Decimal: Failed to pass (vote of 6-5). Decimal points will remain a part of the AFL scoring system.

5. CBS Waiver Wire: Passed (vote of 12-0). The bylaws will be amended to change the process of picking up players through the use of the CBS Waiver Wire.

6. Ethics Committee: Passed (vote of 9-3). An ethics committee is established within the AFL with members to be elected to one year terms under the same guidelines as the Rules Committee

7. Rules on Rule Changes: Passed (vote of 11-1). No rule changes that effect Player Values will be voted on Draft Day for that upcoming season. Any rule changes that involve scoring changes, number of roster spots drafted, increase or decrease in salary cap, increase or decrease in minimum bid, must be discussed or passed before draft day, or it does not go into effect until the following year. The rule will require a 75% majority to be overturned.

8. Bring back the Good 'ol Days or Reward the Wise: Failed (vote of 9-3). The protection limits will remain at two and frachise will remain at one.

9. Protection and Franchise Elimination: Failed (vote of 8-4). The protection limits will remain at two and frachise will remain at one.

10. Trades between teams out of playoffs: The rules committee will review if there should be a policy to ensure that teams who are out of the playoffs do not trade players (which would normally be considered an unfair to the team out of the playoffs) to a team in the playoff hunt. The rules committee will review this and report back at next year's owner's meeting.

11. Rules Committee and Ethics Committee: The AFL Rules committee was elected with John Wilson (Phi Division), James Stoneman (Delta Division) Chris Hill (Theta Division) and Kevin Givens (KS Beta Division). Chris Hill was also elected Chairman of the rules committee.

The AFL Ethics Committee was elected with John Wilson (Phi Division), Kyle Steadman (Delta Division), Clint Whitney (Theta Division) and Pat Birkbeck (KS Beta Division). Clint Whitney was also elected as Chairman of the Ethics Committee.
