Change to Article II, Section II
The league will be known as the Alumni Football League. The League will consist of two conferences. The two conferences shall be contain an equal number of teams and shall be named the Azure conference and Argent conference. At no time shall there be more than 12 teams per conference. Each conference shall have at least two divisions. Any expansion must be uniform, equal and must be approved unanimously by the existing teams at the time of the proposed expansion.
Change to Article II, Section III
"The Whitney Rule"
League entry fee will be $100.00 per team. A team must pay its entry fee before the draft or it will not be allowed to draft a team. The commissioner is exempt from this fee. The league entry fee can be adjusted on a yearly basis by a majority vote.
Change to Article III, Section I
All rosters must carry 18 players.
Change to Article III, Section II
The league shall conduct two player auctions at the conclusion of the preseason owner’s meeting. The auctions will occur at the same location on the same date as the preseason owner’s meeting. The meeting and auction/draft should occur in a private meeting/conference room with ample lighting and space. A coin toss will determine if the Azure or Argent conference conducts its auction first. The loser of the coin toss will act as auctioneers and facilitate the auction for the opposing conference. Upon completion of the first conference’s auction, the roles will be reversed. The draft boards from the first auction shall be taken down during the second auction.

During the auction teams shall select 18 players using the $100 salary cap. Teams are not allowed to draft college players.

A player cannot be on more than one team per conference.

Change to Article III, Section VI
"The Stoneman Rule"

Trades must be of equal number of players and will cost $2.00 per player per team. Inter-conference trades, trades between teams in the Azure and Argent conferences, are not allowed.
Change to Article III, Section VII
Free agent players can be picked up at $4.00 per two-player transaction on a first come first serve basis (i.e. $2.00 to pick up a player and $2.00 to drop a player). During NFL playing time, free agents pick-ups are run through the CBS Sportsline Waiver Wire. The waiver wire is initially set based on previous year’s record. The waiver wire order will not be reset each week. This program is explained in further detail on the AFL on CBS Sportsline website.
Change to Article III, Section VIII
Trades will not be allowed after the 12th week of the regular season. Players traded after week 8 cannot be protected the following year. There is no deadline for the acquisition of free agents. After the 12th week of the regular season players dropped from one line-up cannot be picked up by another team. Players with a dollar value can be traded during the off-season.
Change to Article III, Section IX
Auction Attendance by Owners – It is the responsibility of owners to attend the annual player auction and owner’s meeting. If a team’s owner is unable to attend a draft, it is that team’s responsibility to find someone to draft for them. All efforts to find a Kansas Beta alumnus must be exhausted before a non-Phi may be utilized. It is proper for an absentee owner to have a team owner from the opposing conference draft the absentee owner’s team.
Change to Article IV, Section I
Teams will be divided into two equal number conferences. The conferences will be divided into equal team divisions. The Azure conference divisions will consist of the Delta and Kansas Beta divisions. The Argent conference divisions will consist of the Phi and Theta divisions. Conference and divisions assignments will only be changed by a unanimous vote of all league teams.
Change to Article IV, Section II
The regular season will consist of 14 games. Each team will play each team in its division twice. Each team will play members of the other division in the conference during four weeks of the season. Each team will play outside of the conference four weeks. Each conference division will rotate playing the members of the other conference division each year.
Change to Article V, Section I
In each conference, the division winners and two teams with the best record will be awarded playoff berths.

If two or more teams are tied for a divisional championship, the tie will be first decided by looking at the team’s head-to-head record. If head-to-head record fails to resolve the issue, divisional record will decide. If divisional record fails to resolve the issue, then total points scored will determine the divisional championship. If total points scored fails to resolve the issue then lowest total points allowed will determine. If all else fails, the league commissioner will award the divisional championship by flipping a coin.

The division champion with the best record will be awarded the number one seed in the conference play-offs. The division champion with the second best record regular season will receive the number two seed in the conference play-offs. If the two divisional champions have identical regular season records, the number one conference play-off seed will awarded to the team that won the regular season game between the two teams.

If there are two teams tied for the best record without winning a division championship, the play-off berths will be awarded by looking at the head-to-head record. If head-to-head fails to resolve the issue the wildcard berth will be decided then by total points scored. If total points scored fails to resolve the issue then lowest total points allowed will determine. If all else fails, the league commissioner will award the wildcard berth by flipping a coin.
If there are three or more teams tied for the best record without winning a division championship, the wildcard berth will be awarded by total points.

The wildcard team with the best regular season record will be awarded the number three seed in the conference play-offs. The final wild card will receive the number four seed. If the two teams have identical regular season records, the number three seed will be awarded to the team which swept the head-to-head games with the other wild card holder. If the two teams are from the same division and split the two regular season games, then the number three seed will be awarded to the team with the most total points scored. If the total points scored fails to resolve the issue, then the team with the least amount of total points allowed will be awarded the number three seed. If all else fails, the league commissioner will decide the issue by flipping a coin.

Change to Article V, Section II
Each conference will hold conference play-offs. The number one seed will play the number four seed in the first round. The number two seed will play the number three seed. The winners of the conference play-off games will play for the conference championship the following week. The conference champions will meet the following week in the Phi Bowl.
Change to Article V, Section III
The lower seeded team will receive a 3.005 point bonus for home field advantage during the conference play-offs. In the Phi Bowl, the participating team who has scored the most points during its conference playoff will be awarded a .005 point bonus before the start of the game. If the participants have scored an equal number of points in the play-offs, the participant with the most points scored during the regular season shall receive the .005 bonus. If that fails to award the .005 bonus, the Phi Bowl participating team with the highest point total during a single conference play-off game will be awarded the .005 bonus. If that fails to decide the issue, the team with the highest point total using its best two play-off games will be awarded the .005 bonus. If that fails to decide the recipient of the .005 bonus, the league commissioner will decide the issue with a coin toss before the Phi Bowl.
Change to Article VI, Section I
The regular season award will be paid as follows:

Division Champion: $100.00
Wild Card Berth: $50.00
Weekly High Score in the League: $5.00
Weekly High Score in the Conference: $5.00
Most Points Scored per Conference: $50.00

Change to Article VI, Section II
Playoff awards will be paid as follows:

First Round Play-Off Game Winner: $50.00
Conference Champion: $100.00
Phi Bowl Champion: 80% (of remaining balance)
Phi Bowl Runner-Up: 20% (of remaining balance)

Change to Article VII, Section I
The commissioner of the league will be elected by a majority vote of all league members at the preseason owners meeting. It shall be the duty of the league commissioner to administer and conduct the business of the league. The commissioner shall serve a term of two years. Included in his duties shall be:

1. Publish and distribute bylaws, results and standings to league owners
2. Act in the best interest of the league
3. Coordinate the league’s internet sites
4. Obtain and hold all entry and transaction fees
5. Coordinate all owners meetings and auctions
6. Form committees to resolve league issues
7. Resolve issues, which are unable to be resolved within the bylaws by committee vote, or league vote.

A sitting league commissioner can be removed only after the rules committee recommends removal and by a majority vote of league owners.

Change to Article VII, Section II
Each conference shall elect a chairman for a one-year term. Each division within a conference shall elect a president for a term of one-year. The conference chairman and division presidents will serve for one year on the rules committee with the league’s commissioner. The commissioner will not vote on rules committee decisions. The commissioner can participate in rules committee meetings and discussions. The rules committee is to police disputes and appeals of owners. All decisions of the rules committee must be unanimous to become final. If a unanimous decision does not occur, the entire league will then be asked to vote and the majority of votes will decide the issue.

The rules committee must have a majority of members participating to vote on any issues before it. The proceedings, discussions and individual votes of the rules committee shall be private and confidential. The rules committee chairman, elected by a majority of the rules committee members, shall forward all decisions and rational for their decisions to the league commissioner for publication. All decisions must be concluded no later then kick-off of the next week’s NFL game. The rules committee shall review the bylaws of the league and present any changes it believes are necessary to insure the health of the league. The rules committee chairman shall give a presentation at each owners meeting reviewing all decisions of the committee.

If a rules committee decision directly and immediately affects a team owned by a rules committee member, the rules committee member must abstain from voting on that issue.

Change to Article VIII, Section I
A committee with one representative selected to represent each division, by the teams within that division, will rule on any ethics violations or issues that violate the moral fabric of the AFL. The committee, in conjunction with the commissioner, will be responsible for upholding the integrity of the league and acting in its best interest. The ethics committee chairman, elected by a majority of the members of the ethics committee, shall give a presentation at each owners meeting reviewing all decisions and issues of the committee. A member of the ethics committee can not be a member of any other league committee.
Change to Article XI, Section I

Offensive Scoring
Throw a TD: 3 pts
Catch a TD: 6 pts
Rush a TD: 6 pts
Kick at FG: 3 pts
All players passing (per 1 yd): .05 pt
All players rushing (per 1 yd): .1 pt
All players receiving (per 1 yd): .1 pt

Offensive Scoring
Safety: 2 pts
Score a TD: 6 pts
2 Pt Conversion: 2 pts
Sack, Interception, Fumble Recovery: 1 pt (each)
Limit opposing NFL team to 10-19 pts: 2 pts
Limit opposing NFL team to 2-9 pts: 4 pts
Shuts out opposing NFL team: 6 pts

Change to Article XI, Section II
Any scoring disputes will be decided solely on how the NFL credits a scoring play. The decision of the NFL cannot be appealed to the rules committee of the AFL. A team owner may appeal to the NFL if he has the time, money and will-power.

2. Conferences & Divisions: In a random drawing the following teams were placed in following divisions:

Azure Confernece
Argent Conference
Kansas Beta Division Phi Division
Delta Division Theta Division

Kansas Beta & Theta Divisions will play each other in inter-confernece play for the 2004 season.

Phi & Delta Divisions will play each other in inter-conference play for the 2004 season.

This will rotate each season.

3. 2004 Player Auction / Owners Meeting: The 2004 AFL Player Auction & Owners Meeting will take place somewhere in Kansas (to be determined by AFL Champion Kevin Givens & Dudley Snynder). The AFL Owners (including the commissoiner) will pay the travel cost (not to exceed the cost of two round-trip airline tickets) for Kevin Givens and Dudley Snyder since the auction will not take place in their initial choosen location of Austin, Texas.

The date of the auction will be the Saturday night prior to the opening NFL weekend.
