ETHIC VIOLATION REPORT:
Ethics Chairman Whitney reviewed the alleged league ethical violation of
the Cardiac Kids and owner Pat Birkbeck. Following some discussion the league
approved the following sanctions: (1). Cardiac Kids owner Pat Birkbeck was
required to make a formal apology to the league, (2). Cardiac Kids are on a 6-week
league probation period. Should any further infractions occur during that
time they face a penalty of forfeiture of the first two playoff games, if
applicable. Chairman Whitney will report back to the league following the 6
weeks to officially close the case.
THE FOLLOWING BYLAW CHANGES WERE DISCUSSED:
I. The league voted to approve the following changes to the AFL
Bylaws:
ARTICLE
II: League and Team Ownership
Section
II –The league will consist of 14 12 teams. Any expansions must be
approved unanimously be the present team owners. The league will be known as
the Alumni Football League. The league will consist of two conferences.
The two conferences shall contain an equal number of teams and shall be named
the Azure and Argent conferences. The
league will consist of three divisions. The three divisions shall contain an
equal number of teams and shall be named the Phi, Delta, Theta divisions.
Any expansion must be uniform, equal and must be approved unanimously by the
existing teams at the time of the proposed expansion.
ARTICLE
III: Team Rosters and Draft
Section
I – All rosters must carry 16 players. (Effective 2011
Season: “All rosters must carry 18 players).
Section
II –The league shall conduct a player auction at the
conclusion of the preseason owner s meeting. The auction will occur at the
same location on the same date as the preseason owner s meeting. The meeting
and auction/draft should occur in a private meeting/conference room with
ample lighting and space. During the auction teams shall select 16 players
using the $100 salary cap. Teams are not allowed to draft college players.
A player cannot be on more than one team per conference.
Section VI – Trades must be of equal number of
players and will cost $2.00 per player per team. Inter-conference trades,
trades between teams in the Azure and Argent conferences, are not allowed.
Section VII
– Free agent players can be picked up at $4.00 per two-player
transaction on a first come first serve basis (i.e. $2.00 to pick up a player
and $2.00 to drop a player). During
NFL playing time, free agent pick-ups are run through the Online Waiver Wire
from kick-off on Sunday through 11:00pm on Tuesday; following that all free
agent pick-ups are “first come – first serve.” This process will repeat each
week through kick-off of Week 17. The waiver wire is initially set
based on previous year's record. The waiver wire order will be reset each
week.
Section VIII
– Trades will not be allowed after the 10th week of the regular season.
Players dropped at any time during
the regular season may be protected the following year so long as they have
an associated auction value. There is no deadline for the acquisition
of free agents. Players can be traded during the off-season.
Article IV: Regular Season
Section
I – Teams will be divided into two equal number
conferences three equal number
divisions. Conference division
assignments will only be changed by a unanimous vote of all league
teams.
Section
II – The regular season will consist of 13 14 games. Weeks 1-7 will be
non-conference play, weeks 8-13 will be conference play. The first week
of the AFL season shall begin on the first week of the NFL season. All
teams will play each other once Teams
will play division opponents twice and all other teams once.
Section
III – During regular season games, all ties go to the home team.
Article V: Playoffs
Section I – The two conference three division winners and four
three teams with the best
record will be awarded playoff berths. If two or more teams are tied for a conference
division championship, the tie
will be decided by looking at the team's head-to-head record. The conference
division champion with the
best record will be awarded the number one seed and the conference division champion with the
second best record will be awarded the number two seed in the conference
play-offs. If the two three
conference division
champions have identical regular season records, the number one play-off seed
will awarded to the team that won the regular season game between the two
teams. If head-to-head record fails to resolve the issue, conference division record will decide.
If conference division
record fails to resolve the issue, then total points scored will determine
the conference division
championship. If total points scored fails to resolve the issue then lowest
total points allowed will determine. If all else fails, the league
commissioner will award the conference division championship by flipping a coin by a random drawing. The number one and two seeds Both
conference champions will receive first round byes.
If there are two teams tied for the
best record without winning a conference division championship, the play-off berths will be awarded
by looking at the head-to-head record. If head-to-head fails to resolve the
issue the wildcard berth will be decided then by total points scored. If
total points scored fails to resolve the issue then lowest total points
allowed will determine. If all else fails, the league commissioner will award
the wildcard berth by flipping a coin. If there are three or more teams tied
for the best record without winning a conference division championship, the wildcard berth will be awarded
by total points. The wildcard seeds will be awarded based on regular season
record. If the two teams have identical regular season records, the number
three seed will be awarded to the team which swept the head-to-head games
with the other wild card holder. If head-to-head fails to resolve the issue
the wildcard seeds will be decided then by total points scored. If total
points scored fails to resolve the issue then lowest total points allowed
will determine. If all else fails, the league commissioner will determine by
a random drawing. If there are three or more teams tied for the best record
without winning a division championship, the wildcard seedings will
determined by total points.
Section II – The number one and two seeds will
receive first round byes. The number three seed will play the number six seed
and the number four seed with play the number five seed in the first round.
The winners of the first round will play the conference number one and two division
champions in week two of the playoffs. The winners of the week two playoffs
will meet the following week in the Phi Bowl.
Article VI: Payout
Section
I – The regular season award will be paid as follows:
Division Champion: $250.00 $1500.00
Wild Card Berth: $100.00 $750.00
Weekly High Score in the League: $5.00
Weekly High Score in the Conference: $5.00
Most Points Scored per Conference: $50.00
Section
II – Playoff awards will be paid as follows:
First
Round Play-Off Game Winner: $50.00
Phi Bowl Champion: 80% (of remaining balance)
Phi Bowl Runner-Up: 20% (of remaining balance)
Article VII: League Commissioner, Conference Chairman and Division Presidents
Division Chairman and other League Officers
Section
II – Each conference division
shall elect a chairman for a one-year term. The conference division
chairman will serve for one year on the rules committee with the league’s
commissioner. The commissioner will not vote on rules committee decisions.
The commissioner can participate in rules committee meetings and discussions.
The rules committee is to police disputes and appeals of owners. All
decisions of the rules committee must be unanimous to become final. If a
unanimous decision does not occur, the entire league will then be asked to
vote and the majority of votes will decide the issue.
The
rules committee must have a majority of members participating to vote on any
issues before it. The proceedings, discussions and individual votes of the
rules committee shall be private and confidential. The rules committee
chairman, elected by a majority of the rules committee members, shall forward
all decisions and rational for their decisions to the league commissioner for
publication. All decisions must be concluded no later than kick-off of the
next week’s NFL game. The rules committee shall review the bylaws of the
league and present any changes it believes are necessary to insure the health
of the league. The rules committee chairman shall give a presentation at each
owners meeting reviewing all decisions of the committee.
If
a rules committee decision directly and immediately affects a team owned by a
rules committee member, the rules committee member must abstain from voting
on that issue.

IX: Scoring

Section
II – Any scoring disputes will be decided solely on how the
NFL credits a scoring play. The decision of the NFL cannot be appealed to the
rules committee of the AFL. A team owner may appeal to the NFL if he has the
time, money and will-power
Section III
– If a new line up is not received the one from the previous week will be
used. It is the owner’s responsibility to get the line-up in. NOTE: If you fail to turn in a line-up
for week 1 all consecutive weeks will result in a ZERO until a line-up is
posted this is known as “THE HENDO EFFECT.”
