Owners Present: Chris C. Hill, Ross Hendrickson, Colby Fries, Clint Whitney, Pat Birkbeck, Rick LeJuerrne, John Wilson, Bret Heim, Kevin Givens, Chris R. Hill, Troy Keenan, Clifton McCullough

Owners Absent: Jeff Hiestand, Kyle Steadman


RULES FOR THE 1999 SEASON

1. Auction Dates - Discussion of the schedule of auction dates and owners responsibility to either be there or find someone to draft for them. All efforts to find a Kansas Beta alumnus must be exhaused before a non-phi may be utilized.

2. Penalty for Non-Payment of Transaction Costs: The rule (which passed at the Spring Meeting) was discussed and the name was decised on. It was voted that the rule be known as the "Hendrickson Rule."

3. Rookie Draft: Discussion of making rookie draft picks only available for franchise not protection was discussed. The rule failed to pass with a majority of votes.

4. AFL $$ Traded: Discussion of the ability to trade AFL Draft $$ for rookie picks was discussed and failed to pass.

5. Change in Protection Times: Discussion of protection times from 2 years to 1 was discussed and failed to pass.

6. New AFL Payout: Discussion of Rock City's proposal for new AFL payout was discussed and passed.

$1100.00 - Total Money on Draft Day

  • $40.00 for Software package
  • $400.00 to Phi Bowl Champion
  • $135.00 to Phi Bowl Runner up
  • $75.00 to each Division Winner ($225.00 total)
  • $50.00 to each Wild Card team ($150.00 total)
  • $75.00 to team with most Total Pts. over whole season
  • $75.00 to team with best overall regular season record

All Transaction Money divided as follows:

  • 50% to Phi Bowl Winner
  • 30% to Phi Bowl Runner up
  • 10% to Semi Final Loser
  • 10% to Semi Final Loser

7. Change in Point Structure for Def/ST: South Padre discussed their proposal for some changes in the Def/ST points for the upcoming season. The changes failed to achieve a majority of votes.

8. No More Spring Meeting: It was decided that there will be no further Spring Owners Meetings with the pupose of discussing and deciding AFL Business.

9.2000 AFL Auction: The location of the 2000 AFL Auction will be in Kansas City. The datw will be the Satruday prior to the begining of the NFL Season. Troy Keenan will set up a meeting room at one of the casino's.

8. AFL Expansion: Discussion of AFL Expansion was discussed - after seeing at elast one owner in opposition to it (it required a unanimous vote) the issue was dropped.

The meeting was adjourned and the 1999 Player Auction Began.
