AFL Spring Meeting

Owners Absent: George Evans, James Stoneman, Colby Fries, Pat Birkbeck, Jeff Hiestand, Rick Evans, Kevin Givens, Troy Keenan, Clifton McCullough

 

The meeting began with a welcome from Commissioner Chris Hill and a quick run down of the agenda items that were to be discussed.

The Commissioner handed out AFL Winnings to the 1998 AFL Champions - RL-BN Renegades and Phi Division Winner - Hendo Hellraisers.

 

RULES FOR THE 1999 SEASON

1. Line Up Options: The Wishbone Offensive Set was discussed and approved for use in the 1999 season (with a 6-1 vote). The Draft a Coach option was discussed and voted down with a 1-6 vote.

2. Rookie Draft: The option of adding a "Rookie Draft" for the 1999 season was discussed and approved for use in the 1999 season (with a 6-1 vote). The procedures will be as follows:

All teams will be required to participate in the Rookie Draft. It will take place on the day of the auction, prior to the actual auction beginning. Teams will choose one rookie (in order from worst record to best). The price for the rookie will be $12.00-1st pick, $11.00-2nd pick, etc. Draft picks can be traded (for any AFL "Fantasy" commodities). If a team chooses not to keep their drafted rookie, they may drop them from their roster prior to the beginning of the auction (with no penalty and their total fantasy money will be at $100.00).

3. Penalty for Non-Payment of Transaction Costs: An additional rule regarding payment of transaction fees was discussed and passed with a 7-0 vote. The details for this rule are as follows:

All transaction fees are to be paid to the AFL home office NO LATER then the day of the Phi Bowl. Any team who will be receiving an AFL payout will be exempt from this rule. If a team fails to pay their transaction fees by the above stated date will be penalized the amount that they owe at the next year's auction (if a team owes $20.00 in transaction fees, they will have only $80.00 in fantasy money to purchase players with - but the team will still be required to pay the full entry fee as well as their outstanding debt to the league). The name of this rule was discussed and will be decided at the 1999 Auction. (it was a tie between the "Whitney Rule" and the "Hendo Rule."

4. Home Field Advantage Pts for Playoffs: A discussion of the present 6.5 home field advantage was discussed. It was decided (by a 6-0-1 vote) that the advantage should be changed from a 6.5 advantage to a 3.5 advantage.

5. Commissioner Software Request: The Commissioner requested $40.00 from the league to help defer the cost of a software package for assisting in the stats for the 1999 season. The amount was approved with a 7-0 vote.

6. AFL Payout: There was some discussion on the present AFL payout system. It was suggested that the 2nd place points and 2nd place record be dropped so that more money can be given to the AFL champion. There was also some discussion that the transaction money should be targeted to the AFL champion and perhaps the runner up as well. This issue was tabled so that it could be discussed with the entire league at the 1999 Auction. Rock City Owner, Chris Hill will investigate changes in the current system and forward his analysis to the commissioner.

7. 1999 AFL Auction: The location of the 1999 AFL Auction will be in Kansas City. The date has been set for Saturday, August 28. John Wilson will investigate locations and get back to the commissioner on the specifics in the coming months.

8. AFL Expansion: There was some discussion on AFL expansion in the year 2000. It was suggested that the league be expanded from 12 to 16 teams. All co-owners will have the option of presenting their intention of ownership to the entire league at the 1999 AFL Auction. Further discussion on this issue will be discussed at the 1999 AFL Auction - any and all league expansion requires a unanimous vote of the AFL.

9. 2000 AFL Auction - Las Vegas: Discussion on the 2000 AFL Auction was discussed. It was decided to have the 2000 action in Las Vegas at the 1998 AFL Auction. Rick LeJuerren will investigate options for rooms, and meeting location and will report to the commissioner and the entire league at the 1999 AFL Auction.

10. Renegades Name Change: The RL P-Nuss Renegades asked the league to approve a name change for their franchise. With a vote of 7-0 the league approved the change from R.L. P-Nuss Renegades to RL-BN Renegades.
