AFL By-Laws

The Alumni Football League ("AFL") is admittedly a social brotherhood, which developed from what was formerly known as the Phi Football League ("PFL"). Since its founding at the Kansas Beta Chapter of Phi Delta Theta in 1989, the AFL's success rests in its steadfast drive to continue the commitment that all league members made when they signed the Bond of Phi Delta Theta upon their initiation at Kansas Beta.

The AFL combines an enjoyment for professional football with friendly competition and a bit of fantasy. Each league member understands that the bonds of friendship will always come first, the principle of moral rectitude will always be followed, and if you want to win, do some sound learning before the season begins.
 

The rules that follow are a "living instrument." The do not, and cannot cover all the issues that will rise in the ever-increasingly complexing game we play. They serve as the best- written guidelines available, and must be complied with and revised when necessary in order for this league to survive for many years to come.

May the pigskin bounce your direction, and the coveted Jewel Cox memorial trophy someday grace your mantel.

 

 


ARTICLE I: Statement of Policy

Section I – The AFL believes that certain fundamental rules and regulations are necessary for the successful operation and conduct of this league.

Section II
– A complete copy of these Bylaws shall be distributed to each member of the AFL. The most recent and all available past copies shall be kept on file with the commissioner and historian.

Section III
– These Bylaws shall be revised annually or as often as deemed necessary by the league.

Section IV
– Any section of these Bylaws may be amended by a two-thirds vote of the league. Such a vote may be taken after a motion to strike or alter has been presented to the league commissioner with a minimum of one co-sponsor.

Section V
– These Bylaws shall become effective upon a two-thirds vote of the league.


ARTICLE II: League and Team Ownership

Section I – All league participants must be alumni members of the Kansas Beta Chapter of Phi Delta Theta Fraternity.

Section II
–The league will consist of 12 teams. The league will be known as the Alumni Football League. Te league will consist of three divisions. The three divisions shall contain an equal number of teams and shall be named the Phi, Delta, Theta divisions. Any expansion must be uniform, equal and must be approved unanimously by the existing teams at the time of the proposed expansion.

Section III
–League entry fee will be $100.00 per team. “The Whitney Rule” -- A team must pay its entry fee at the conclusion of the auction or it will not be allowed to field a staring lineup in week 1. The commissioner is exempt from this fee. The league entry fee can be adjusted on a yearly basis by a majority vote of the league.


ARTICLE III: Team Rosters and Draft

Section I – All rosters must carry 16 players.

Section II
–The league shall conduct a player auction at the conclusion of the preseason owner s meeting. The auction will occur at the same location on the same date as the preseason owner s meeting. The meeting and auction/draft should occur in a private meeting/conference room with ample lighting and space. During the auction teams shall select 18 players using the $200 salary cap. Teams are not allowed to draft college players. A player cannot be on more than one team. All unspent auction dollars may be applied to owners respective blind bid waiver account.

Section III
– Should the AFL auction occur after the NFL has started (generally with a Thursday game), all protected players (who owners want to start in that Thursday night game) must be submitted to the commissioner by 6:00 pm of the day of the game. All other players purchased on the day of the auction may be started, even if they played in the Thursday game.

Section IV – Teams may franchise players in the first two rounds of the auction.
A player is eligible to be franchised as long as the player is on the nominating owner's season ending roster and was not traded during the off-season, regardless of contract value. Regardless of the winning bidder's price, said team has the right to match the final bid. The Phi Bowl Winner followed by the other Phi Bowl Runner Up throw out the first player in the franchise round followed by the remaining owners, in order of previous season record.

Section V – Teams may protect two players from the previous season. Protected players must have an auction value from the previous year's AFL Auction. Protected players may be retained at their auction value + 25%, rounded up to the nearst 1.00. Players may be protected for up to two seasons. Protected players are due to the AFL Commissioner one week prior to the AFL auction.
 

Section VI – Trades must be of equal number of players and will cost $2.00 per player per team.

Section VII – Free agent players can be picked up at $4.00 per two-player transaction using the Free Agent Acquisition Budget (FAAB) system. Each franchise will receive $100.00 in FAAB dollars in order to conduct waiver transactions. This amount cannot be replenished during the season (when it’s gone, it’s gone). For each waiver period, all teams will have the opportunity to blind bid on players, the team with the highest bid at the time waivers run on Wednesday receives the player. There is a minimum FAAB bid of $1.00 with increases in increments of $.01. Ties are broken using the following methods: (1). Overall winner percentage, (2). Head-to-head record, (3). Total points scored, (4). Overall winning percentage, (5). Divisional winning percentage, (6). Reverse order of opponent total points scored. The waiver wire runs four times per week: Tuesday, Wednesday, Thursday, and Saturday at 7:00am. Following the final waiver wire run of the week, unlocked players are available for pick up via the First Come, First Served option.

Section VIII
Trades will not be allowed after the 10th week of the regular season. Players dropped at any time during the regular season may be protected the following year so long as they have an associated auction value. There is no deadline for the acquisition of free agents. Players can be traded during the off-season.

Section IX
– Auction Attendance by Owners – It is the responsibility of owners to attend the annual player auction and owner’s meeting.  If a team’s owner is unable to attend a draft, it is that team’s responsibility to find someone to draft for them.  All efforts to find a Kansas Beta alumnus must be exhausted before a non-Phi may be utilized.

Section XThe date of the annual Preseason Owners Meeting & Player Auction shall take place the Saturday of the weekend prior to Labor Day weekend. The 2026 AFL preseason owners meeting and player auction shall occur Saturday August 29, 2026. This date can only be adjusted if a majority of teams cannot be represented. The location of the auction will be determined by the 2025 Phi Bowl winner.

Section XI - Teams may utilize their taxi squads for up to two players at a time. Players may be moved to their taxi squad for any reason an owner chooses. When a player is moved to their taxi squad, owners must pick up a new player via the waiver wire / drop-add to ensure their roster is maintained at 18. Owners may promote a taxi squad player back to their active roster by dropping an active roster player. Players may be promoted from the taxi squad once per season.


Article IV: Regular Season

Section I – Teams will be divided into three equal number divisions. Division assignments will only be changed by a unanimous vote of all league teams.

Section IIThe regular season will consist of 14 games. The first week of the AFL season shall begin on the first week of the NFL season. Teams will play division opponents twice and all other teams once.

Section III – During regular season games, all ties go to the home team.


Article V: Playoffs

Section I – The three division winners and three teams with the best record will be awarded playoff berths. If two or more teams are tied for a division championship, the tie will be decided by looking at the team's head-to-head record. The division champion with the best record will be awarded the number one seed and the division champion with the second best record will be awarded the number two seed. If the three division champions have identical regular season records, the number one play-off seed will awarded to the team that won the regular season game between the teams. If head-to-head record fails to resolve the issue, division record will decide. If division record fails to resolve the issue, then total points scored will determine the division championship. If total points scored fails to resolve the issue then lowest total points allowed will determine. If all else fails, the league commissioner will award the division championship by a random drawing. The number one and two seeds will receive first round byes. If there are two teams tied for the best record without winning a division championship, the play-off berths will be awarded by looking at the head-to-head record. If head-to-head fails to resolve the issue the wildcard berth will be decided then by total points scored. If total points scored fails to resolve the issue then lowest total points allowed will determine. If all else fails, the league commissioner will award the wildcard berth by flipping a coin. If there are three or more teams tied for the best record without winning a division championship, the wildcard berth will be awarded by total points. The wildcard seeds will be awarded based on regular season record. If the two teams have identical regular season records, the number three seed will be awarded to the team which swept the head-to-head games with the other wild card holder. If head-to-head fails to resolve the issue the wildcard seeds will be decided then by total points scored. If total points scored fails to resolve the issue then lowest total points allowed will determine. If all else fails, the league commissioner will determine by a random drawing. If there are three or more teams tied for the best record without winning a division championship, the wildcard seedings will determined by total points.

Section II
– The number one and two seeds will receive first round byes. The number three seed will play the number six seed and the number four seed with play the number five seed in the first round. The winners of the first round will play the number one and two division champions in week two of the playoffs. The winners of the week two playoffs will meet the following week in the Phi Bowl.

Section III
– The lower seeded team will receive a 3.005 point bonus for home field advantage during round one and two of the play-offs. In the Phi Bowl, the lowest seeded participating team will be awarded a .005 point bonus before the start of the game.

Article VI: Payout

Section I – The regular season award will be paid as follows:

Conference Champion: $150.00

Wild Card Berth: $75.00

Weekly High Score in the League: $5.00

Most Points Scored: $50.00


Section II – Playoff awards will be paid as follows:

First Round Play-Off Game Winner: $50.00

Phi Bowl Champion: 80% (of remaining balance)

Phi Bowl Runner-Up: 20% (of remaining balance)



Article VII: League Commissioner, Division Chairmen and other League Officials

Section I – The commissioner of the league will be elected by a majority vote of all league members. It shall be the duty of the league commissioner to administer and conduct the business of the league. Included in his duties shall be:


1.                   Publish and distribute bylaws, results and standings to league owners

2.                   Act in the best interest of the league

3.                   Coordinate the league’s internet sites

4.                   Obtain and hold all entry and transaction fees

5.                   Coordinate all owners meetings and auction

6.                   Form committees to resolve league issues

7.                   Resolve issues, which are unable to be resolved within the bylaws by committee vote, or league vote.

A sitting league commissioner can be removed only after the rules committee recommends removal and by a majority vote of league owners.

Section II
– Each division shall elect a chairman for a one-year term. The division chairman will serve for one year on the rules committee with the league’s commissioner. The commissioner will not vote on rules committee decisions. The commissioner can participate in rules committee meetings and discussions. The rules committee is to police disputes and appeals of owners. All decisions of the rules committee must be unanimous to become final. If a unanimous decision does not occur, the entire league will then be asked to vote and the majority of votes will decide the issue.

The rules committee must have a majority of members participating to vote on any issues before it. The proceedings, discussions and individual votes of the rules committee shall be private and confidential. The rules committee chairman, elected by a majority of the rules committee members, shall forward all decisions and rational for their decisions to the league commissioner for publication. All decisions must be concluded no later than kick-off of the next week’s NFL game. The rules committee shall review the bylaws of the league and present any changes it believes are necessary to insure the health of the league. The rules committee chairman shall give a presentation at each owners meeting reviewing all decisions of the committee.


If a rules committee decision directly and immediately affects a team owned by a rules committee member, the rules committee member must abstain from voting on that issue.

Article VIII: Ethics Committee

Section I – A committee with one representative selected to represent each division, by the teams within that division, will rule on any ethics violations or issues that violate the moral fabric of the AFL. The committee, in conjunction with the commissioner, will be responsible for upholding the integrity of the league and acting in its best interest. The ethics committee chairman, elected by a majority of the members of the ethics committee, shall give a presentation at each owners meeting reviewing all decisions and issues of the committee. A member of the ethics committee can not be a member of any other league committee.

Section II
– Line-ups must be posted via the AFL Website. Players may be changed or adjusted up until kickoff of their particular game.

Section III
– If a new line up is not received the one from the previous week will be used. It is the owner’s responsibility to get the line-up in. NOTE: If you fail to turn in a line-up for week 1 all consecutive weeks will result in a ZERO until a line-up is posted this is known as “THE HENDO EFFECT.”
 

Section IV – Team owners must choose the Standard Set, Run & Shoot or Wishbone.

Article IX: Scoring

Section I – Scoring will be as follows:

Catch a TD: 6 pts

Score a TD: 6 pts

Rush a TD: 6 pts

2 Pt Conversion: 2 pts

Kick at FG: 3 pts

Sack, Interception, Fumble Recovery: 1 pt (each)

All players passing (per 1 yd): .05 pt

Limit opposing NFL team to 10-19 pts: 2 pts

All players rushing (per 1 yd): .1 pt

Limit opposing NFL team to 2-9 pts: 4 pts

All players receiving (per 1 yd): .1 pt

Shuts out opposing NFL team: 6 pts

Catch a 2 Pt Conv (each): 2 pts

 

Rush a 2 Pt Conv (each): 2 pts


Throw a 2 Pt Conv (each) 1 pt



Section II
– Any scoring disputes will be decided solely on how the NFL credits a scoring play. The decision of the NFL cannot be appealed to the rules committee of the AFL. A team owner may appeal to the NFL if he has the time, money and will-power.
